You can get the “CALL_SYSTEM_DISABLED” dump while you are trying to implement a SAP note via SNOTE transaction.In this case, you can use the following workaround or the finally solution.

Dump shoud be like in the below picture ;

In this case, you need to check parameter “rdisp/call_system” ,  if this parameter is set to “0″ , then as a workaround solution you need to set this parameter to “1″

This parameter is a “dynamic parameter” , therefore it will be activated without restart operation.
